Services
QGA offers a full range of lobbying and communications services that deliver results for clients. Our professionals come from a variety of different backgrounds, which means QGA is equally adept at reaching out to policy makers, opinion leaders, regulators, the media and general public. This is a unique asset and one that is essential in an era of reform-minded government where traditional lobbying alone may not be sufficient. At QGA, we blend our experience with the current generation of Washington policymakers with our issue expertise and knowledge of media and public relations to provide clients tailored recommendations that make a difference.
Government Relations
QGA has earned its reputation as one of the most well respected lobbying firms in the nation’s capital by effectively representing our clients’ interests before U.S. government policymakers.
QGA is equally adept at reaching out to the White House, Executive Branch agencies, the Congress and other government agencies, as well as non-government organizations. We help clients achieve their public affairs goals by employing a full spectrum of capabilities, including strategic planning, messaging and communications and direct lobbying.
We specialize in lobbying:
- The White House. Our bipartisan orientation ensures that we will be as effective working with the Obama Administration as we have been during the past eight years with the Bush Administration. We regularly work with the Executive Office of the President (EOP), the Office of Management and Budget (OMB), the Office of the United States Trade Representative (USTR) and other White House offices.
- The Cabinet Agencies. We are well positioned with many of the political appointees who have recently been chosen to lead policy and operations at some of the key Cabinet agencies.
- Congress. We have experience in both houses of Congress on both sides of the aisle. We have particular strength with Senate and House leadership offices as well as the committees.
- Regulatory Agencies. We regularly work on behalf of our clients with the Securities and Exchange Commission (SEC), Federal Trade Commission (FTC) and Federal Communications Commission (FCC), among many others.
Our senior team of government relations professionals have diverse professional backgrounds and have relationships with the current generation of Washington policymakers. We effectively navigate the policymaking process for our clients not just by knowing who makes decisions, but also by understanding the decades-old customs, rules and quirks of government.
Political Development
In addition to providing clients with public policy strategy and direct advocacy, QGA also helps clients build their overall political development plans. This includes offering guidance on:
- Deploying their expertise and resources most effectively in Washington;
- Developing and using corporate PACs;
- Strategic use of charitable and corporate giving;
- Interacting with the political parties and campaign committees;
- Ensuring that the corporation and its leaders are building meaningful relationships with leading Washington thinkers; and
- Building proactive relationships with established and up-and-coming policymakers.
To assist our clients in political development efforts, QGA regularly hosts events with policymakers, pollsters, members of the media and other Washington figures. These events provide our clients with opportunities to develop relationships with key opinion leaders, as well as to gain additional insight into the public policy environment and issues of the day.
Issue Management and Crisis Communications
In today’s interconnected world, a poorly managed issue in any country can easily escalate into a global crisis. And a poorly managed crisis at a company can quickly erode corporate reputation. QGA understands both phenomena. We work with companies to develop strategies to swiftly and effectively manage difficult issues, and limit damage to reputation.
Strategic Communications
Effective communications is an essential component of any successful public affairs program. We work with clients to develop a message strategy, as well as an integrated communications plan to ensure effective message delivery to target audiences. QGA provides a full range of public relations programming including media relations, media training, event planning and support and internal communications. We can further support our clients by developing compelling written and electronic materials.
Coalition Management
QGA has a proven track record of managing high profile coalitions and getting results. In fact, the very genesis of our business was a successful coalition effort led by Jack Quinn and Ed Gillespie. On behalf of the group, Americans for Computer Privacy, Jack and Ed led a two-year, high-level communications and government relations campaign to successfully reverse U.S. export controls on encryption products. Since then, QGA has built and managed several industry coalitions ranging from climate change and import tariffs to class action and research funding.
CEO and Corporate Reputation
Credibility and a solid reputation are essential to achieving business objectives, whether financial, regulatory or legislative. We work with companies and individual CEOs to help them build a distinctive image in Washington and beyond.
Digital Advocacy
QGA has long partnered with Virilion Inc. to execute campaigns with digital public affairs components. Virilion is a full service interactive firm that focuses entirely on the public affairs and issues sector and has fully developed creative, technical, media, strategic, and grassroots capabilities. Interactive online technologies, which allow online users to share content, have become indispensable, and the features offered by social media sites (Facebook, Twitter, LinkedIn) are firmly entrenched as the primary method for online dialogue for organizations and people of all ages. Together, QGA and Virilion can deploy a variety of digital techniques designed to get the results you need.
Grassroots and Local Media
QGA has the ability to organize and support state communications and grassroots advocacy. We can activate a bi-partisan network of state-based public affairs managers in your priority market states for grasstops/grassroots. This network performs a broad range of functions that support your government relations and communications strategy including:
- Organize and educate local opinion leaders
- Organize speaking tours in key markets
- Recruit non-traditional allies
- Generate letters, media kits, and other collateral material
- Monitor local and regional media
Spokesperson Training and Congressional Hearing Preparation
Every forum provides an opportunity to demonstrate leadership and enhance reputation. We have experience in preparing government and corporate spokespeople alike to communicate effectively in even the harshest of circumstances — before disgruntled employees, skeptical media, doubtful analysts and congressional investigators. Among the specific services we can provide are:
- Insight and strategy regarding the investigation process
- Representation before Members of Congress and government officials
- Message development and corporate positioning
- Drafting of testimony and official statements
- Scenario planning and crisis communications
- Media training
Organizational Counsel for Corporate Public Affairs Functions
Companies with the most effective public affairs generally have strong internal alignment of these functions (government affairs, media relations, external affairs). QGA works with companies to assess their external affairs functions and make recommendations for enhancing these operations through organizational changes. QGA also works with companies new to government or public affairs to help them establish a function that best meets their corporate objectives and culture.
