Government Relations
QGA is equally adept at reaching out to the White House, Executive Branch agencies, U.S. Congress and other government agencies as well as non-government organizations. Our approach to government relations includes strategic planning, messaging and communications and direct lobbying to help clients achieve their public affairs goals.
We benefit from a senior team of government relations professionals with diverse professional backgrounds who have relationships with the current generation of Washington policymakers. We not only know the people who make decisions, but we also understand the decades-old customs, rules and quirks of the various institutions, helping QGA effectively navigate the policymaking process for our clients.
Senior Leadership
QGA possesses a unique asset in our founding principals, Jack Quinn and Ed Gillespie. As two of Washington’s pre-eminent government relations and communications experts, Quinn and Gillespie have a depth of experience and breadth of relationships that enable them to provide QGA clients with unique insights and strategic counsel.
Jack Quinn was White House Counsel to President Bill Clinton and Chief of Staff to Vice President Al Gore, as well as a 20-year partner at Arnold and Porter. He continues to be active in Democratic politics and is a frequent political commentator on CNN and FOX News.
Even prior to his recent post as Chairman of the Republican National Committee, Ed Gillespie had a long career in Republican communications and strategy in a variety of capacities including serving as campaign chairman for now-Senator Elizabeth Dole; running his own strategic communications firm; serving as a senior strategist for House Republicans; and as the RNC’s Director of Communications and Congressional Affairs.
Diverse Team
QGA’s government relations professionals come from varied backgrounds, including the White House, Capitol Hill, corporations, major law firms, investment banks, national political parties and campaigns. Firm members take a continued, active role in government and political campaigns. During the most recent election, firm members served as advisors, volunteers, members of steering committees and in a variety of other capacities for the Bush/Cheney and the Kerry/Edwards campaigns, as well as for dozens of other House and Senate contests. Many firm members played roles in the Democratic and Republican conventions.
This diversity of experience provides our team with a wider range of contacts and gives our clients a 360-degree view of policy issues.
Lobbying
QGA’s core business is directly representing the interests of our clients in front of U.S. government policymakers. We have earned a reputation for being one of the most effective lobbying firms in the nation’s capital. Specifically, we specialize in lobbying:
- The White House including the Executive Office of the President (EOP), the Office of Management and Budget (OMB), the Office of the United States Trade Representative (USTR) and other White House offices.
- The Cabinet Agencies we have strong contacts with several layers of the top political appointees who lead policy and operations at all of the Cabinet agencies.
- Congress we have relationships in both houses of Congress on both sides of the aisle. We have particular strength with Senate and House leadership offices as well as the top committees.
- Regulatory Agencies we regularly work on behalf of our clients with the Securities and Exchange Commission (SEC), Federal Trade Commission (FTC) and Federal Communications Commission (FCC), among many others.
Political Development
In addition to providing clients with public policy strategy and direct advocacy, QGA also helps clients build their overall political development plans. This includes guiding clients on:
- Deploying their expertise and resources most effectively in Washington;
- Developing and using corporate PACs;
- Using charitable and corporate giving strategically;
- Interacting with the political parties and the campaign committees;
- Ensuring that the corporation and its leaders are building meaningful relationships with leading Washington thinkers; and
- Building proactive relationships with established and up-and-coming policymakers.
To assist our clients in their political development efforts, QGA regularly hosts events with policymakers, pollsters, members of the media and other Washington figures providing our clients opportunities to develop relationships and gain insight into the current public policy environment and issues of the day.
