CLIMATE: Quinn Gillespie's Hoppe, Von Bargen preview Senate plans for climate, energy
With a new bill expected to be released as early as next week in the Senate, what are the prospects for climate legislation this year? During today's OnPoint, Dave Hoppe, president of Quinn Gillespie & Associates and a former chief of staff for Senate Majority Leader Trent Lott (R-Miss.), and Patrick Von Bargen, a director at QG&A and the former chief of staff to Sen. Jeff Bingaman (D-N.M.), give their take on challenges to U.S. EPA's regulation of emissions. They also discuss expectations for climate legislation in the Senate and explain how a bill could affect state-level emissions reduction efforts.

Senate parliamentarian: He's the only one both parties trust
"You really establish relationships of trust with members of both parties, and people tend to give you the benefit of the doubt," said Kevin Kayes, a Washington lobbyist who served as assistant parliamentarian from 1987 to 2000.

Frumin, who earned about $170,000 in fiscal 2009, wouldn't comment for this report. Kayes described him as "someone out of central casting. He's made for this job. He's never been in involved in partisan politics, and is very thorough and thoughtful."

How The Senate Will Tackle Health Reform Now

Still, if the outcome of the bill is clear, senators might change their minds about how many amendments they will actually offer, said Kevin D. Kayes, who was an assistant Senate floor parliamentarian for more than a decade, serving under both Republicans and Democrats . He was previously chief counsel to Reid and is now a director at Quinn Gillespie.
"There’s often a lot of talk before you get to the floor" about the number of amendments that senators might offer, he says. But in reality, "it’s not that much fun out there offering amendments that you know are going to fail to a bill that everyone knows will pass."

You are there to be a fish in a barrel," said Jack Quinn, who as White House counsel for President Bill Clinton testified before Congress and now advises corporate clients on the fine art of being an easy target.
Quinn's firm, Quinn Gillespie and Associates, is one of several with expertise in preparing congressional witnesses, evidence of the prevailing wisdom that a good hearing on Capitol Hill isn't too bad-- but a bad hearing can haunt a company for years.
